I never pieced it together as to why the film was set in Argentina...it always seemed like an odd, random setting.. Plus no one looks Latino at all (I know Argentina is largely white though)...
But after doing a little research, I can only guess they are all supposed to be nazi descendants, right?

She might look dumb but Carmen apparently aced her tests by getting assigned to the space fleet as a pilot.
While Diz and Rico got assigned to mobile infantry - and it's implied in the movie that's where the low scoring applicants go.
Diz might have been smart though because she deliberately joined the mobile infantry to follow Rico.
