Doing a rewatch now and it’s making me a little more sympathetic towards Robbie.

Well she was expelled, but still she initiated the whole ordeal and attacked Samantha with the spikes. Her arse should be right beside Robbie.

This. That's assault with a deadly weapon and should have put her in juvie. I think she's on probation but that fight at the Russo's should have been enough to send her to the slammer.
