Who's the best? I'm going with Daniel Day Lewis... "My Left Foot", "Last of the Mohicans", "Gangs of New York" and now "Lincoln".
Maybe a lesser known, but good one... Stephen Root "Office Space".

I don't think those guys are considered 'character actors'.
They are just excellent 'versatile' actors.
Character actors are mostly actors that are not in leading roles, but rather play bit parts in movies
