The previous 3ER def seemed like he could as he saw stuff before it happened. That dude who brought Bran and company to the 3ER also def saw stuff in the future so I assumed Bran could as well. There's also the comment where Bran said he was waiting on Jamie to show up so he knew he was coming.
It would be fine if there was sort of a Jedi training sort of thing to it where bc he ended his training so quickly he hasn't fully mastered certain things and maybe doesn't see things super clearly, but again they just haven't mentioned anything about this.

This would not require Bran seeing the future. He could look in the present to see Jamie traveling towards Winterfell.

Implying that they lose
I hope Tyrion or Jamie realizes that bran in an enemy since being touched by NK and they kill him in a twist

Yea I thought of this too.
Seems they're sorta dancing around it. I guess we'll find out soon enough.
There has to be more to his character, though. Either he's slow-playing it and gonna unlock something huge this episode or it's something that just can't be done well in TV format.

Of all the characters, Bran has been the most frustrating to me. I need a better explanation of his powers and status as the 3ER. What can he do? Why can he do it?
We spent a ton of time fleshing out Arya and her journey and what her new skills mean. Jon and Sansa’s Journeys have also been well fleshed out. Bran, who death sees as the goal for ending the world, we know next to nothing.

Interesting as you look over that scene with a different perspective... how does Summer know that? Do the Children see things too? Are the Children controlling the 3ER broadcast?
Bran thought Arya was going to Winterfell, so he doesn't see all, that much is certain.

Bran doesn't need to be taught by a living precursor.
He can just travel to anytime another TER passed on knowledge.
