Why couldn't it be some copycat making sub par meth with food dye? Nothing in that report screams Jesse is alive and cooking besides reaching.
ETA: Not to mention rondo CAPS'ed resurfaced which one would assume meant he was emphasizing it as a word that was actually said.

It's a TV show. I love it but it's going to be drama to the 9th degree.
In the real world, money solves tons of problems- and I'm not sure they'd always be chasing their tail.
Meth is kind of a low grade profit product with a poor rural consumer base. You really have to move tons to actually see any serious money after the profits been quartered.
