Lou Ferrigno was playing Lou Ferrigno who is a horrible actor so his horrible acting was actually spot on and brilliant. He's not exactly an A list actor with tons of money but him living next to an IPS driver in Queens was absurd. It's a comedy that often employees absurdity for laughs. For instance, Doug learns to speak fluent Chinese in one of the later episodes. Also, Lou currently resides in Brooklyn. Also, the Friends could not have afforded those apartments in Manhattan.
