Not an exact fit for the type/style of movie I trying to look for (More comedy and very little action) but it is definitely the closest one to being true.

May not be exactly what you are looking for, but Hot Fuzz (2007) was largely inspired by those 80/90s action movies (Point Break, Bad Boys, etc). Every criminal survives and is arrested.
