1. Ralph - Clear number one. The weapons each were given are used as a handicap for their hand to hand combat. Ralph was the best hand to hand fighter, so he was given the least lethal and shortest weapons - the sias. The sias, being light, also allow Ralph to use his incredible hand speed.

2. Michael - He and Leonardo are close. While Michael is better in hand to hand combat, he is less focused than Leo. Thus, Master Splinter, in his infinite wisdom gave Michael a more defensive weapon - nunchucks. Michael would have to be more defensive during fights because he lacked the concentration to be an offensive fighter.

3. Leo - Leo is focused and aggressive but lacks the hand to hand combat skills of his brothers, Ralph and Michael. Thus, Leo was given the most deadly weapon of the four - swords. This allowed Leo to use his concentration and aggressiveness in fights while masking his lack of hand to hand skills.

4. Don - Blessed with intelligence and cursed with poor combat skills, Don is given the staff. Its extraordinary length allows him to hold foot soldiers at bay while the other three clean house.
