This sort of list will always be too subjective to really narrow it down to just 4 people.
Charlie Chaplain was an enormous star and pioneered film making techniques... but didn't make the transition to talkies.
Bogart? You could make the argument that Bogart just played Bogart in every role. You could say the same for any actor that has a definitive style like that such as Wayne or Stewart. All great actors mind you, but their real personality just overshadows their roles.
Box office appeal? John Wayne was king at the box office from the 30s to the early 70s. With the Star Wars prequels and MCU movies I think Samuel L. Jackson might still hold the record for actor appearing in the highest grossing movies.
If you are going longevity you've got Wayne, Newman, Hanks, and Stewart up there sure but what about Kurt Russell or Dick Van Dyke?
What about Maureen O'Hara or Meryl Streep?
You've got too many great actors spread across too much time all of which called for different acting styles. What might work in a modern action movie would get you kicked off Alfred Hitchcock's set back in the day.

These were the stars that carried the early American movie industry and/or helped it transition into the modern giant it became.

ETA...last minute swap De Niro for Brando. Remembering Raging Bull and A Bronx Tale (along with numerous others...necessitated him being on my favorites list).

It seems to me that he can still act very well, but enjoys having fun with his persona in a movie. He seems secure in his legacy and just enjoys doing different stuff that’s not always challenging.
I think he played the Jewish talent agent in Once Upon a Time in Hollywood exceptionally well. It was a minor role with no arc, but he nailed it.
His portrayal of Jack Kevorkian and Joe Paterno in TV movies showed his willingness to take on supremely unpopular characters and give them some depth. He was very good in both roles.
Even his self-deprecating humor in Adam Sandler’s terrible comedy, Jack and Jill, was actually convincing. People truly thought Pacino had lost his marbles for doing that role. It would have killed the reputation of many a leading actor.
I can’t wait to see the latest rendition of the Jimmy Hoffa story in The Irishman which is coming out in November.

Yeah I gotta say that Wayne and Stewart have to be on the mt Rushmore if for no other reason than they are American icons; especially Wayne.
