If he's a US citizen working in Canada, then he sure as shite is. The US doesn't care where you are - if you're still a citizen, then you're paying taxes.

Typically when you go overseas you net in the plus as the company covers the local taxes incurred by your host country and you're openly responsible for your US taxes (that, as you mentioned, are applicable whether you work in Maine or on Mars). You also get to claim the foreign income exclusion so that your first ~$105K is tax free.

It's not as ideal as the Dutch, for example, who when they go abroad to a country like Dubai with no taxes they don't have to pay a single cent of taxes on their money, but he's likely doing (marginally) better in Canada tax-wise than he is in the US. It's entirely marginal, though, and would have no impact on a pay bump of that magnitude.
