By definition, it’s not a foul tip if the catcher doesn’t catch it. It’s then a foul ball.

Not really, this one's easy. I could sit there all day and foul off bunt attempt after bunt attempt while wearing your pitcher out and/or walking every at bat. Easy rule to explain.

Trying to set a line where it is or isn't an out would be impossible so they all are not outs.

A tip that is caught is a swinging strike.
A tip that is not caught is a foul ball.
Therefore, if a batter foul tips three straight pitches and the catcher catches them all, it's three strikes and you're out.
If a batter foul tips three straight pitches and the catcher drops them all, then first two are strikes via foul ball and the third the batter is alive because you don't strike out on a foul ball.
So the real question is... why is a tipped ball caught by the catcher considered a swinging strike instead of a caught foul ball? And the reason is 100% because it protects the baserunners from being doubled off and allows them to attempt to steal as if it was just a swinging strike.

Because foul tips do not put the ball into play. The batter did not contact it enough to change the trajectory to where a "play" can be made. It is simply counted as a strike, not a foul ball. However, on a foul tip on a 2 strike count, if the ball is not caught by the catcher, the batter is awarded with another pitch.
One thing that many people don't know about the foul tip caught by the catcher, it is a live ball and runners may advance (steal a base). Where as a foul ball (where the batter actually changed the trajectory of the ball) is a dead ball, runners must return to pre-pitch.
I can understand your confusion -- you're thinking a foul tip is a foul ball. They are not considered the same thing due to the trajectory of the ball not changing. The goal of the batter is to put the ball "in play". A foul tip does not do that. So neither team is penalized (defense gets a strike, batter does not get out). The reward is actually on a caught 3rd strike foul tip counts as a strike out, where a dropped foul tip is counted as a dead-ball foul.

Foul tips on strike 1, 2 or 3 are called strikes. After strike THREE, a batter is out, not after strike on or two. No exception there.
