It's because they're a basketball school.
There has always existed that disparity in football...
I don't know why or how it started but it persisted and it's hard to change 100 years of one school being the big bad wolf and the other being the little underdog piglet.

I think Virginia. They seriously have no excuse for sucking as bad as they do. Va Tech has been bitch-slapping them for over a decade with inferior resources, campus, tradition, academics, facilities and funding. If they ever get their shite together and realize their potential in that fertile recruiting territory, they will be a force.

If Houston had the consistent fan and financial support, it could surpass Boise State and (formerly) TCU as the flagship non-BCS program.

Maybe not a sleeping "giant" but -- thinking of Southern California schools -- I've always thought that if San Diego State had invested more in football they would have a pretty high ceiling.
