What’s the most overrated/underperforming college football program of all time?

Michigan without a doubt.
Texas A&M and UCLA for most underperforming.

Depends on your criteria.

UM and UT are top 3 all time in wins IIRC but have relatively few titles to show for it in comparison with other “blue blood” programs.

Texas won in 2005 and last won before that in 1969. UM won a half title on 1997 and last won a full title in 1948.

I feel like your list reeks of recency bias considering you're asking about "of all time". Michigan didn't accumulate all of those wins by accident despite playing second fiddle to OSU for the last 15 years.

Maybe you can argue Texas from the standpoint of having so many athletes in their backyard and not translating that into prolonged success/titles. But they're still pretty good over the span of 100 years.

Depends on your time period.

Michigan has one natty since 1970 and Texas has 2. SC at least has 5.

Since 1990ish, Notre Dame has been consistently overrated, but they were legit before that point.

LSU used to be up until 2003. But since then they have righted the ship and are where they are supposed to be.

Idk if you could consider LSU on that list. We were so overlooked and not spoken about on a national stage.

Everybody woke up to the sleeping giant we were about 5 seconds after Saban got here.

However, I was kinda young when we took off in the early 2000s so I may be wrong about the national narrative regarding LSU’s program.

UGA has a lot of in-state talent but only has 2 claimed titles (1942 1980)

I don't know how you can really judge it. Conference championships? Just going by wins doesn't mean much especially since I would say the competition we think of as college football didn't really exist until like 85 years ago. Old football records are littered with games against high school teams and shite.
