What NBA(s) team would benefit the most with the addition of Russ?

At this point it looks like OKC is the most viable option

None. Any team Russ is expected to be a Batman or Robin, they’re going to lose. He’s at best a 3rd wheel type now.

Westbrook needs a buyout, then we won’t be so bad for another year or 2. He’ll be done in 3 years.
He’d be fun to watch with Miami as a 6th man.
The Magic need a guard.
He could play off ball in Dallas.
Even Denver.
It’s safe to say choosing Westbrook over Harden cost OKC another title shot.
It’s safe to say leaving Westbrook was the right decision by Durant.
Dude just doesn’t play championship basketball.

Once they trade Beal for a boatload of picks, russ would be good right there in Washington for a year or two. Let him do his thing and let them lose games.
