When you lead in every meaningful category except 1 facing a lot deeper fields making it more difficult to win, you are the GOAT.
It's not all about majors. That is why Walter Hagen is not considered the third best player of all time.

The all time wins mark was THE record.
Using Major Championships to define the G.O.A.T was a late revision once it was apparent that Jack wouldn't catch Snead in all time pro wins. But Sneads wins tally is dubious at best, more on that below.
Also for many years, Jack had 20 majors. He even cites it on his own website --> Nicklaus - 20 majors
Even USA Today had an article on Jack's missing majors --> Nicklaus' Missing Majors
That gives TW 17 majors (+3 US Amateurs). 20 if you count the prestigious US Jr. Amateurs.
Combine that with TW actually having more legitimate pro wins than any golfer --> Tiger already ahead of Snead.
TW is number 1.
