What happened to tackling with your head up and making contact with breast plate?

Tackling used to be taught to keep your head up and make contact with your face mask and breast plate. When did it change to looking down, leading with your head like a missile?

The only logical thing I can accept is that he was trying like hell to tackle him in bounds. He went for a big hit on his outside shoulder to keep him in bounds. Maybe. Idk.
