I think this is a good thread topic, but some of you guys needs to re-calibrate (or at least we need to come together) what bottom-feeding is.
Navy has had one losing season (5-7) since 2002 and most of their seasons have been 2-3+ wins above .500.
Central Florida, while possibly the worst FBS team in 2015, beat Baylor in a BCS bowl just three seasons ago.

there was one season about 10 years ago when ucf was in the mac, they had 0 wins, and were the absolute worst fbs/1a team. It boggles my mind that within 8 years they were able to win a bcs game, against a damn good team.

not really a bottom feeder but would love to see Penn State football come back to the upper echelon of college football. Would also like to see Syracuse football come back too.

Just some teams I think would be fun because of either lack of quality teams in their region or because of location.
Rutgers/Syracuse. Not too sure on Stracuse because I hate The Knicks fan base more than any other professional or collegiate. Rutgers would be like the little engine that could.
Washington St and Oregon St. College football would be huge up here in the NW if the entire states of Oregon and Washington could get behind any of their major universities. Corvallis isn't anything to look at, but there's always something I've liked about the Beavers that I can't explain. Would be cool if Oregon's in house rival could field an okay team just to keep us interested.
Arkansas St and either Georgia Southern or Georgia St. The Arky fans were complete class when Oregon played them a few years ago. A lot of them were optimistic about the future. I hope one day they can become one of the better non P5 teams. At this point, Georgia football is cursed. I feel like every year they "have the talent to compete with Alabama and win a title" or so they claim but that's just not the case. Missouri of all teams joins the SEC and wins that division twice right off the bat almost. UGA, UF, and UT should all be ashamed. A new Georgia "power" would be good for the region and put some pressure on on the blue bloods there.
