If I’m a Navy fan I understand we’re limited in recruiting against regular schools especially Notre Dame but I would not tolerate quitting

Why is UTEP/Jacksonville St in week 0 then? They're playing at JSU in Alabama so it's not international and neither team is on Hawaii's schedule
