i think the major confusion is in people assuming it was intentional vs. people waiting to see / benefit of the doubt.
Intent to harm would be some sort of homicide IMO (pretty much impossible to prove I would think)
If he was trying to intimidate and lost control I would think some sort of reckless endangerment & manslaughter charge would be applied (assuming Ward passes)
After that it gets a little confusing about what is punishable by law and what responsibility each driver holds.

Did the fan run out while cars were going 200 mph? Did a car intentionally accelerate in front of him?
