I don't think he intended to run him down but it sure does look like he hit the throttle in attemp to scare the kid

After impact? Yes. It's perfectly natural and been explained many times in this thread. The vehicle bwould move "upward" after impact dragging a body, or a body between wheel and track. There's nothing malicious about it.

Why do half of you on here not believe the eyewitness accounts?

Live > video

He could have avoided...fact by eyewitness.

He throttled up - either to spray dirt or scare...fact by eyewitness.

As a result of revving...tail fished and sucked victim under...fact.

It's manslaughter by any definition...negligent homicide or reckless disregard for human life...depending on the jurisdiction.

There is nothing on that video that proves he wanted to kill the kid. I agree. I don't think he wanted to kill the kid.

What is on that video is that he purposefully accelerated during what was suppose to be a yellow period.

What is on that video is that he swerved his car directly AT the person he hit.

The more I watch that video. . . I feel like it could be titled: "When redneck road rage goes wrong." Such a bad arse hot-head. . . Right up until he got hit by the car he decided to challenge mano a mano.
