You've basically outlined the MLS model along with US Soccer. Several of the MLS teams have youth developmental teams. I know the Dynamo had a team do really well in the Dallas Cup last year. They'll get there.

Also, a lot of the select clubs have formed some sort of super-develppmental system. I am not sure of the details, but they play big regional tournaments a few times a year.

Soccer is pretty much ingrained into Brazilian culture, until it becomes that way in the USA...
