She continually called the police, they never brought charges to begin with

The sexual misconduct violation was/is legitimate if he didn't report it to HR. It's contingent upon him knowing about the allegations and not reporting them. If he reported them to HR, that's that.

Cut on the hands could be from her hitting him. Bruises on arms from him restraining her.
