It mandates financial literacy for college athletes and helps deter pay for play.

Well as of now, everything has to go through a clearing house and if it’s determined that it’s not a legitimate business arrangement it’s deemed illegal under ncaa rules.
If someone wants to give someone else money or overpay for their services, I think it’s bullshite to stop them. Who’s the moral arbiter of “market value”
