I have seen some things online that suggest she is a unique case. Apparently, she has always had female external genitalia but undescended testicles that were discovered and removed at some point, but I'm not sure when. This was not a case of a guy who couldn't compete trying to game the system, she has been competing internationally for some time now and was not at all dominant until these Olympics.
There are a couple of medical conditions that cause this, Androgen Insensitivity Syndrome (AIS) and Persistent Müllerian Duct Syndrome (PMDS). Still, genetic testing would have disqualified her (these syndromes only occur in people with Y chromosomes) from competing and probably saved her the embarrassment of her condition in a country where this could potentially create issues for her.

Never had a penis, though. Kind of a rare case where uncertainty does apply. She was raised a girl, and, I think I remember correctly, they did not find out about the testes until around puberty when she never started menstruating. She is basically from a third world, or at least not truly a first world, country. Medicine is probably decades behind what we have here or in Europe.
But for competition purposes, I would say you are correct, just not in everyday life.

Oh man I can't wait to see the leftists on my facebook feed calling everyone nazis again today because of this. They fought hard for this guy to keep beating up women, just like they continue to fight for men waving their cocks in women's faces in locker rooms at public places.
