Fair rankings

Brady at 2
Marino at 6
Moon at 16

Overrated

Montana at 1
Brees at 5 (Top 10 QB but shouldn't be ranked above Marino and Manning)
Elway at 7
Aikman at 22
Bradshaw at 23

Underrated
Manning at 8 (How the frick is Manning an inferior QB to Elway?)
Steve Young at 14 (Was basically the original Aaron Rodgers in terms of efficiency and statistical dominance)
Favre at 17 (Should be in the top 10)
Rodgers at 19 (Another WTF ranking)

I always look at these QB Rankings and pose 1 question:

Who would I take 1st in an All Time QB Draft??

Knowing their careers, skill sets, and injury history I'm still taking Manning first and it's not really that close for me.

What are we using to determine best?

This is like CFP playoffs as there really is no real way to determine best. Everyone's definition of best is also different.

He only had a 1.28:1 TD to INT ratio in the playoffs

You keep using this yards per game things as it means something. It really does not. The Pats offense and Saints offense are two different items.

Game situations also play a big part of yards per game as well. Not all games are equal and not all conditions of games being played are equal.

Depends, I am taking Staubach, Unitas, or Joe Montana. But if it is a cold weather game and I know it is going to be a mess with cold rain/snow and winds I am possibly taking Jim Kelly or Warren Moon as they have proven they could play well in atrocious conditions.

Elway had 6 tds (4 rushing) to 6 turnovers (5ints) in his super bowl appearances

What about how many throws he made downfield? What were the weather conditions? What defense were they playing? What was the score of the game? What was the drop percentage? How did they calculate drop percentage?

Passer Rating is dumb thing to hang your hat on. I am not in any fashion saying Brees does not belong on a list of great QB's.
