Not even close.It doesn't enhance your performance...it was pure recreation.
Speed was still the go to PED back then.
Parker was a heck of a athlete through. Amazing arm and also had some wheels for a man his size.

My cousin played with him. From the stories he told, he should be in Cooperstown if only for his attitude. He was a dog.

I remember the dude had a cannon for an arm. I do remember he along with Stargell were the stars of the 1979 We Are Family Pirates.
I'm a bit of a hard liner when it comes to the Baseball HOF, I don't think I'd vote for Parker. But he was a very good player and I could listen to an argument for his inclusion.

For a few years in the 70s, Parker had an argument for being in the very top tier of MLB.

He retired in 1991 at 40, before the age of steroids and supplements when that was extremely old for a non-pitcher. He did make an all-star team at 39 and had 120 hits his last season. I wouldn't say it would've been easy, but he had a shot if someone had signed him and he played until he was 43.
Speaking of juicing, his biggest claim to the HOF in my opinion is he put those numbers up pre-steroid era.

Guy that is overdue in my opinion.
Two time MVP, star of his era and you know he didn’t use PEDs. Throw in Fernando too.
Fwiw, I am of the belief they it is the Hall of Fame. Not the hall of longevity, the hall of compiled stats, or the hall of your peak wasn’t long enough. While all of those things play a factor and I certainly don’t think they should let everyone in, ultimately I would rather let one or two borderline guys in then exclude them. And I’m sorry, but saying Hall of Famer Willie Mays or Hall of Famer Ted Williams isn’t cheapened by Harold Baines.

Rolen and Parker end up getting the votes while guys like Edmonds and Berkman get eliminated on the first ballot. At this point it’s pretty obvious the whole thing is just the whims of sportswriters and the “veterans committee” (see LaRussa and Harold Baines) who decide which of the “very good” get in.

Fernando’s ERA would be 11th worst among HoF pitchers.
He would be 68th out of 88th (including relievers) in wins.
He would be 1 slot above the average HoF pitcher in K’s.
His WAR would be 72/88 among HoF pitchers.
I mean…maybe you can make a case. But he is not an absolute slam dunk.
