giving the opponent the ball at their 40 is wayyy scarier than giving them the ball at your own 10 in that situation. Them getting a first down is worse than getting a touchdown.

It seems weird to go for the full 20 there and then punting. Why not get 10 or so then try on 4th.

No conspiracy.
Wisconsin didn't make the plays today and penalties and turnovers.
The last 4 rose bowls we have been in we had very very winnable games and have lost due to ourselves.
