Then you are giving a big boost to big states like Texas (where this law is proposed) and screwing over Rhode Island and North Dakota who cannot win without a Point Guard from Slovakia or a soccer goalie from Brazil.

Bill wants to limit “athletic scholarships, grants, or other financial assistance” going to international students.
The last 2 when funded by state or university funds make sense. It makes sense for those to stay in state. Federal aid and grants also make sense to be limited to Americans.
