I'd probably say Marquise Lee is the best in terms of just being head and shoulders above the rest at a certain position.
However, I'd agree with JFF for Heisman since it's a QB/RB award and he's been fantastic this year.

Manziel - freshman. It is stupid if he doesn't win due to that, but that'll be why.
Jones - Preseason talk was all LSU, Bama, and a little south Carolina. Its rare you get a D player in the hunt. After the SCe skull fricking he wasnt in it. Teo plays for a "bigger team with a better resume".

Props to the individuals who came up with the "outstanding" verbiage for the Heisman. You can interpret it a millions ways, just like you did. I wish they'd define it better.
If it was based off the actual best player in CFB, Marquise Lee would run away with this.

I admit the Heisman isn't for the best player, it's for the "outstanding" player
