Would a head coach be allowed to tell the ref he wants a TO as soon as his player is declared down?

This shouldn't matter. You can't review at what point TO was being called. And the refs have to actually call TO before the clock stops, which they couldn't do in half a second.

What's shitty about the officiating is the blatant missed hold that would have negated all of this. Kiffin is the biggest whiny douche that ever walked the earth.

its not when Kiffen calls the TO its when the ref blows the whistle, because there is literally no time between the whistle blown and end of regulation so there is no way that came before end of reg
