All safe environment background checks and employment clearances go through the Lafayette Parish Diocese.
IIRC - School leadership interviews employment candidates, checks their references, selects them for employment and then sends the candidate info through the Diocese Risk Management Office for handling and processing. The Diocese Office does the criminal background check through the Sheriff's Department and a 3rd Party Service and issues final employment approvals. I think this is pretty standard practice around the State.
if there were admin failures, it was several people in multiple organizations, not just one or two people at the school level
My guess is neither one of those teachers had anything official on their records and there was no way to know what they were doing until they crossed a line. Unfortunately they crossed those lines as employees of STM.

The first guy had allegations at his previous employer in Arkansas. You're telling me whoever did the background check didn't even google his name? You can find public information regarding him pretty easily.

The guy from Arkansas is related to a coach on STM’s staff. They knew what he had been accused of and hired him anyway. Pretty sure his attorney who represented him in Arkansas is also a family member of a coach on staff.
