This confused me too but I think I've figured it out. I'm sure that there is a lap counter displayed somewhere for the benefit of the skaters. Because the leader was at the rear of the lead pack, the lap counter would turn over as soon as she crossed the finish line - i.e., not long after the girls who thought they were leading crossed the line. So it wasn't that they forgot what lap they were on, it was that when they thought they were on lap 3 (which they were) the counter showed it was lap 4, and they must have assumed that they had miscounted or forgotten a lap somewhere.

The girl explaining in the video talks about a bell that goes off in the final lap that is probably so ingrained in their brains after God knows how many races that instinct overrode everything else. And since the girl would have crossed about half a second after them, it wouldn't even seem off.

There was nothing they could do to catch the first place girl. When the pack went all out because they thought the race was in the last laps they could not distance themselves from the girl in first she was right with them.
The second place girl benefitted greatly.
