The whistle is just a signal the play is dead, it’s not what actually ends the play.

I feel like there was a similar weird penalty situation in last year’s SECCG where LSU recovered a fumble but had to decline a penalty in order to do so because of dead ball could rules?

Pro tip:
The whistle doesn't kill the play, the play kills itself. And that was the instance here. The whistle is just confirmation that the play is already dead.
