They changed it and added variables.
Can be called "Personal Foul WITH Targeting" = 15 yard penalty no matter what.
Personal Foul Targeting = if review is reversed, no penalty yards.

If the personal foul is the targeting, it wouldn't make sense for the penalty to stand if the targeting was overturned. That's why they changed it last year.

I think when you look up targeting in the dictionary there is a picture of Craig Lawston. Only guy I ever saw get a penalty for forming the intent to target.
