People that wanted to bet 15 years ago bet.

And to go back to the original point of the OP with legalization, there’s LESS of a reason to fix games

Such a stupid decision by the NCAA.

In fact if I were any of the pro sports leagues, I would be pushing hard to have a prohibition on all forms of gambling in the next CBA.

"Not easy"? Son was at LSU 20+ yrs ago, a frat, and early every Sat. morning football betting cards were "delivered" at every frat house on campus, some dorms as well. Cards covered both college & pro games. These cards weren't delivered by the milkman. And that was far from being a new system. A friend from college's dad was one of the biggest bookies in N.O. His dad had a long table set up in their den, 15 chairs on rollers in front of 15 phones. He worked for the old Tony Moran family, based out of the Quarter, where practically 90% of the waiters in the major restaurants were booking for the Morans. And that was in the late 60's, going on for at least a decade before then. Carlos Marcello had his own gang of bookies, again going on for decades.
