Question on Josh Allen’s pass-lateral touchdown…

So I have watched the replay of Allen’s pass-lateral touchdown. When I saw it live, I wondered why the referee didn’t blow the whistle because forward progress was stopped. Replays confirmed it.
There were three defenders around the receiver. He was wrapped up, and no one was trying to take him down, just lightly pushing the receiver backwards with no apparent resistance. Then the lateral to Allen for the touchdown.
My thoughts are with the footing because of the snow and lack of either offense or defense fighting for or against more yardage, the play should have been blown dead.
Thoughts?

I think a case could be made that the WR was intentionally running backwards to make the play. At that point, the play could continue but the runner loses any forward progress and if downed would be spotted where he went to the ground.

Also, with the way Josh was running towards the WR as soon as he passed the ball, this could have been a planned trick play and the officials were given a heads up so they do not accidentally blow the play dead too soon.

He got both a passing and receiving TD on the play

This is where I have the problem. He didn't make a reception. He caught a pitch out.

His official stat line is 0 receptions for 7 yards and a TD. Cooper gets credit for the reception and yards up until that point
