Biggio might not have been this decade, but no doubt he was on steroids in his career.

And I think Miguel Cabrera was on them even in his rookie year in 2003. He reached the bigs a month after his 20th birthday.

Probally any player that had a good year in 03. Will they just let it die that was 6 years ago and most of the players are out of the game now.
