It’s already obscene. A shoe company was paying five and six figures to players who weren’t even starters for Kansas.

Of course. This is undisputable. Why? Because TODAY any player could at any point decide that they don't want to play in the NCAA anymore and start marketing their likeness. They don't because they are only (except for the rarest of situations) valueable if they are playing in the NCAA. The value of their likeness on its own is almost nil...certainly not enough to override the value that they get playing in the NCAA.

Also, can you imagine was a distraction the locker room will be like? The "Stars" are already getting the special treatment compared to the average swinging dick, but how will his fellow teammates feel when one or two guys are pulling up in new sports cars, where designer clothes an jewelry flaunting those rewards in front of teammates that are getting those same rewards? There will be additional friction over this...

I think it would get worse. If you are a booster group you could spend $5 million buying the best 3 or 4 players in the country and hire a scrub coach for cheap.
It might even make money when you consider the additional exposure and apparel sales that they could profit off of.

The law doesn't force or even authorize universities to pay players. Instead, it prohibits the universities from enforcing any rule preventing an athlete from earning compensation for name, image, and likeness rights. In other words, allows players to profit off their own NIL same as any other student or person without consequences from the school. Think of it like the olympic model where IOC doesn't hardly pay olympic athletes crap, but Michael Phelps and the female gymnasts can make a bunch of money from Gatorade or Wheaties on the side. It's simply about players -- on the side and on their own time -- getting paid for their value on the market, like any other student.
In the end, the most hilarious outcome for this would be if the clock got turned back like 100-150 years and Harvard and the ivies became powers again because of all of their wealthy alums.

The reason it's worded that way is because they can't pass a law at the NCAA...It they did they would withdraw from California. So obviously the only thing they can do is make a rule directed at the universities (which is obligated to the NCAA by-laws).

Its a distinction without a difference. Recruit John Smith - if you come here we have a million dollars in endorsement deals backed by our boosters that will be yours.
The schools won't directly pay the kids. They will just be incentivized to line up boosters to buy merchandise or whatever loophole strategy they need to get money in the player's pocket. You can make it easy - Our artist will paint a portrait of you and we have a booster willing to pay a million dollars for that portrait - you get to keep 98% of the proceeds.
