Clearly it matters, there's more than one way in which a DB can hit a receiver. Say, an underthrown ball??

You see it all the time when WRs slip, the DB is running full blast & hits them long before the ball is there. That's the WRs fault & they shouldn't get rewarded.

Same with Sayin, a DL got a hand on him & caused an underthrown ball. If it's thrown properly, Smith outrun the DB and walks into the end zone clean. Instead he turns around and runs into the DB. That's why the ref didn't throw a flag.
