Your scoring system needs some revamping... let me assist:

You start with 2 for last and work your way up.

ex.

Lets say we have 10 entries this how the scoring system would work:

10 - 2pts
9 - 4pts
8 - 6pts
7 - 8pts
6 - 10pts
5 - 12pts
4 - 14pts
3 - 16pts
2 - 18pts
1 - 20pts


Reason why? Players should be rewarded based on challenge, that challenge being the number entries.

SO your saying the guy who came in first with 15 entries is = to the guy who won first with 6 entries... Absolutely not.

Muligans is also an option. Lets say the league goes for 12 weeks, not everyone can play every week... they shouldnt be penalized, but at the same time you want to have participation.

How we solve this? Let each member drop something like their 3 worse scores. And absent of course counts as 0, so you would drop these scores. Take your best 9 scores of the 12.
