Hence, huge advantage for Denver players to avoid being in the program.
And if you smoke between tests, you can't get in trouble with the law which lowers your chances for getting another strike against you.

I'm not technically anything
Guys get busted all the time and that's their first strike sending them into the program. In Denver and Seattle, that's not happening. That's actually a pretty decent advantage.
I think Ray is already in the program though since his summons. Not sure on that though.
