Explain to me how the NFL makes a trillion dollars per second, but can't get boundary cameras in all stadiums to use them for review

So this year we're told that the replay HQ doesn't get access to zoom features, and also can't use all of the cameras available. They are absolutely full of complete bullshite with these statements

It’s even worse. He made it sound like when they do their own reviews or under 2 minute reviews, they use them.
But on a coaches challenge, they can’t use them? What?
