Creating a new league has been tried before. The NFL is an unstoppable force. And just like any other weekend fans are watching in great numbers and stadiums are jam packed every game. The nfl knows this and refuse to make the refs be held accountable for their bad calls. As fans we are basically stuck. The only way to stop this is for fans to boycott games.
