Hockey needs to be exempted from this and the age changed to 20. Junior hockey goes from age 16-20 and the common path for players is U16/U18 Midgets, U20 Juniors, college. It is very, extremely rare for a freshman to come straight out of HS. Like, I can only think of one player, who went straight to Minnesota-Duluth out of high school, in like the last decade.
ETA - USA Hockey, the NHL, and NCAA coaches are lined up in opposition to this and want a carve out. This rule negatively effects our Team USA World Junior and Olympic teams.
Expect lawsuits.

NCAA needs to grow some nuts and enforce their own rules. Courts can overrule their player eligibility decisions but they can’t overrule forfeits , tv deals, and losing bowl/playoff eligibility. That’s the only power the ncaa has and they should use it to get this madness back to some normalcy.
The money is with the conferences/TV deals and the CFP. The NCAA needs to get them on board to enforce anything.
