This is correct. They entered the league in the same draft. Max contracts are based upon years in the league and if you're signing with your current team or a new team. If both players sign with a new team (don't sign and trade), then they can get the same max.

Not sure if either were affected by the Rose rule, which could allow Melo to have a higher max.

The Rose rule (I believe) only effects players coming off of their rookie deals. Either way, it wouldn't decrease the max that Bosh could receive. The calculations I made on Bosh are independent of Melo's deal.

I thought that teams can't use both cap space and MLE. What if big 3 leave? Can they change how they pay McRoberts from the MLE to cap space?
