no you are only unable to bet where it is legal. I am in PA a legal mobile gambling state. If I go to Georgia a non-legal state I cannot place bets.

It’s exactly what it sounds like, legal betting parish’s are states are “fenced” in. It’s illegal to use mobile betting apps in states like MS so you will not be able to do it due to your location regardless of the registered address.

read the reddit link comment section posted below they do a good job of explaining the mechanics of the real $ and the deposit bonus. Basically just bet through once whatever you deposit and you will get the bonus.

This is very common but typically you do it through different books.

I will say that the books aren't idiots, if they catch you doing it they will ban you or severely limit your account.

Yep, any type of "casino" credits or free bets will almost always require a 25x play through. You definitely want to know that if that's what they are offering.
Most sportsbook credits are 1x or 2x play through

The catch is you have to bet your real 3k first then once you spend that then you have to spend their 3k then you unlock withdrawals. If it was vice versa and you had to get to bet their bonus money first it would've been too easy. Lol

It's a little confusing but all you have to do is bet through whatever your initial deposit is (let's say $3,000 since that is the offer) and once you do that the bonus will convert to real cash.
So you deposit $3000+ $300 bonus+ $3000 deposit match bonus. Once you bet the $3,300 everything will convert to "real cash" and is withdrawable. There are some specific terms as to what bets qualify tho so just make sure your bets are actually qualifying bets.
That guy actually explained it pretty well in the comments section.
ETA I can tell you that Caesars is absolutely hoping people are too dumb to bet through their initial deposit.
People will think they got a free $3000 and after 30 days if you haven't bet $3,000 they are going to remove that from your balance. They will probably offer a lot of odds boost, promo type bets that aren't qualifying also. If you bet those just know they won't count towards the $3000 bets.
