He stepped out before getting in the endzone. It is extremely close, but there is no clear shot that he wasn't out of bounds there.

I've never understood why defenses don't just put a safety on the TE in those goal line stands. Yeah, it takes a guy away from the box if it is a run, but I'd have to think the odds of that guy stopping a 1 yard run is lower than if he defends the play action pass.
