The academic requirements and lack of a conference are negatives also. I would include those under "the institution". It also doesn't help that Indiana is poor in high school talent and convincing an 18 yr old kid in this day and age to go live in South Bend instead of Austin, Los Angeles, Miami, Athens, etc. is an uphill battle. It would take Notre Dame stumbling onto the next Nick Saban to win a championship in my opinion.
