They were banned in 1991.
Commissioner Fay Vincent sent the clubs a memo in 1991 reminding them that players were forbidden from taking any illegal substance. He specifically mention steroids in the memo and encouraged the clubs to take a get-tough policy on players thought to be using steroids.
eta: just because no testing was being done to enforce the policy, doesn't mean they weren't banned

Look at his size and tell me you get that way by simply working hard in the gym. Pujols without a doubt has used a banned substance. The manufacturers of these substances are ahead of the curve in regards to testing. Like I said before, I wish they all would use them. I just wish baseball would quit being so hypocritcal.

I love how before it came out the news was "several prominent Yankees are on the list" and it was all 100% true and people shite bricks. Now shite like this happens and it is no big deal and probably false

The Mitchell Report was a joke, he was chairman of the Red Sox for a while, and the only prominent former Red Sox on the list (Mo Vaughn and Roger Clemens) didn't start using until they left Boston (according to the report). Selig should have hired John Dowd for the investigation, the findings would have been more legit
