LHSAA Split Legislation clears House Committee

House Bill 863 passed through a committee vote Wednesday in Baton Rouge by a 7-5 voting margin. The current regular legislative session lasts through June 6.

Rep. Kirk Talbot, a Republican from Jefferson Parish, proposed the bill to prohibit any public school in the state or non-public school which receive state funding from participating in split playoff formats: A public school or nonpublic school approved by the State Board of Elementary and Secondary Education that receives state funds shall not be a member of any interscholastic extracurricular athletic association or organization that subdivides schools into select admission and non-select admission schools for athletic playoff competitions.

In the committee meeting, Talbot contended that the notion he wants the bill to pass in order to destroy the LHSAA in inaccurate. He says his goal is to save the state’s governing body after several of its internal votes over the past three years have resulted in split postseason brackets in football, basketball, baseball and softball.

“We see the train coming. It’s going to split all sports,” said Country Day athletic director Mike McGuire.

Other speakers at the meeting from private schools included John Curtis headmaster J.T. Curtis and Jesuit President Anthony McGinn, S.J. Rep. Gene Reynolds, a Democrat from Webster Parish, argued that the LHSAA should handle its own disputes. Rep. Patricia Smith, a Democrat from Baton Rouge, stated that association members have the option to file lawsuits if they believe they are the targets of discrimination.

Principals of all member schools in the LHSAA vote on proposals at the annual convention normally held in late January each year. In 2013, a vote passed splitting the football postseason for select and non-select schools. Another proposal at the 2016 convention passed to split the playoffs for boys and girls basketball as well as baseball and softball.

As a result of the splits, at least one movement to have a separate organization from the LHSAA has gone public. The proposed Louisiana High School Sports Cooperative offers membership to at least 60 schools, both public and private. The LHSAA has nearly 350 member schools.

If you are with the split or not this not what you want. Ask yourself do you want those clowns running high school sports ?

The clowns(principals) running it now don't seem to be doing such a great job.

They don't want to run high school sports. They want to force the clown principals to reverse the stupid split.

Yeah like they won't take bigger steps once they get away with this baby step. Regardless of what side you are on what is the chance this will pass the House and Senate?

I have mixed feeling about the split. I can understand how it happened and how some are for it and some are against it. But lets hear some potential solutions from posters on here.

Eliminate the split then move teams up and down based on competitiveness over last several years. Have a specific comittee that does just that based on the facts. Things will never be completely even with or without a split but don't let a few dominant teams ruin things. Probably move most private schools up a classification.

How about forcing everyone to play by the same rules? Make transfer rules tougher. How about eliminating all transfer rules, just go total open enrollment. I really don't care I am far removed from the public HS I attended and it either way it has zero impact my school.

Open enrollment is fine by me. I am sure a lot of schools would fight that though.

As much as I am against the split, it pains me to see the state legis essentially tell a private organization how to operate.

It pains me even more to say this, but I'd almost rather just see BESE take it over than have this kind of overreach into a private organization.

As far as how to solve the problems that the split is supposed to solve:

1) Make 1A the smallest schools that don't play football, and 2A-5A regular schools (whether they play football or not).

2) Make all freshmen eligible for varsity regardless of where they live.

3) Remove the transfer sit-out period for transfers within a geographic parish. Transfers between geographic parishes should have immediate eligibility if the player actually moves into the new parish. Significantly beef up enforcement of these rules.

4) Make co-ed private schools subject to a 1.5 multiplier and magnet/selective admission public schools subject to a 1.25 multiplier.

5) This is the one that I really feel will fix the problem. Have Roster Limits for each classification. Start in football. 2A has 45 players, 3A 60 players, 4A 75 players, 5A unlimited. Curtis wants to play 2A, they can if their enrollment calls for it, but they have to limit their football team to 45 players.
